I'm answering my own question here to help anyone playing catchup like me.
If Bloom doesn't seem to be working, it's because the post-processing pass is ticked. To get bloom included in your beauty pass ensure this is not ticked.

From the tests I have tried with your scene the spot light is working as it should. Try setting the Light Radius to 100% with the tube visible and you will see the shape of the light plane. Move the camera around and you will see the glowing side of the disk.

Hi quick bug report for 2.23.0071.
On successive animation renders the file type is forgotten when the single file type was initially selected . i.e. the radio button is not filled. I haven't tested this on multi-layer files as I don't use them atm.
If you don't spot this and carry on the program will render the sequence as an exr type of file.
I'd appreciate if this could be fixed as I lose time each time I forget to check.
Unfortunately it won't always do this so it's one of those occasional (but regular) bugs.

I've just installed Octane standalone 2.23 and OR4C 2.23.0071.
Onto newly installed Carrara 8.5 pro (Public 8.5.1.19).
So far so good out of the box. Need to reactive plugin that's all.
Also I uninstalled both previous version of O.Standalone and OR4C 2.17 before installing new versions.
