I will try it again, for some reason I used deform on an object and in IPR the object hadn't moved.

Currently to update objects with deformations plugin needs to reload the Octane scene. You can enable a real time scene reload in the IPR window if you activate the "Full.Upd" button, but be carfully if scene is complex, because plugin is going to reload scene for example for each time scrubb.

From the manual:
Full UPd.: This function force a full scene reload for every change made in the scene. It must be used to update scene while working with objects with deformations, some simulations and other complex scene changes. Must be used carefully, because reload scene may be very slow in complex scenes.

Is there a way to set up the Daylight environment to change with time in order to do a timelapse video?

It is easy, you can plug any LW constant node into the Octane Daylight node inputs. This constant nodes have the "E" envelope button to animate the parameter over time.
