If you mean just a simple decal resting over another surface, that is simple.
If you mean in a Photoshop "Multiply" mode, that means the decal is transparent and MIXING with the car paint color.
Each is shown in the attached orbx file (Octane v1.5).
Note that in order to get the decal colors to mix with the car paint color, I had to create a bitmap texture of the car paint color so that I could mix it together with the decal colors. Then, I have another material sitting off to the right there of nothing but the glossy car paint color. Then, you just mix the two materials.
