These close splash screens should have "always on top" display method enabled like in other typical Windows aplications.
I'm not seeing any obvious differences between windows 10 and 11, but it's not clear exactly what you're doing. I tried both splash screens and the "save changes to current project?" dialogs.
Is this happening after restarting your PC? If so, can you record a video so we can see what you're doing?
