I think something in April Win 10 1909 update slowed the Octane file-folder operation down.
I'm unable to reproduce this, and I'm also running an up-to-date Windows 10 1909. I have seen a slowdown like this before, and it was due to software I had installed being slow to populate the menu (in that case it was the Google Drive desktop client). The only thing I can suggest is to check whether there are any different items that appear in the slow menu compared to the fast menu - if there are they might be associated with programs causing the slowdown. In any case, I don't think this would have anything to do with Octane - are you able to check whether you have a similar problem in open file dialogs in other applications?
