Howdy,

I am trying to see some bloom and glare function in the preview (using path trace render).

Enabling through the Ovewrride and Enable options is not showing any activity in this regard.

Adding Enable in Render also, nothing in preview.

Do we have Post processing available for preview and render?

It should work both in preview and final render when Enable and Override is checked.

There are also Octane postprocessor settings in camera tab that can be used when Octane Postprocess (Preview mode) is disabled. This only works when looking through a camera that has this enabled.
