In my experience, in real world use, the Denoiser render time increase is pretty dependent on the scene content. The project I'm working on now uses a lot of large area lights and has deep shadows, so can be pretty noisy. The denoiser adds about 20% to my render times, but is still way faster than if I cranked up the sampling rate to reduce the noise a similar amount. This is using Octane 2020.2.5
For me, in a new, blank scene, Denoising triples render time, but that's not really a meaningful test. It is definitely context sensitive.
