If I understand correctly the problem is the noise on the pavement in the foreground? Or is there another problem with the trees?

What are the render settings (mainly the kernel settings and the environment settings), and what type of material is used for the pavement? It will be helpful if you post 2 of the rendered frames showing the difference.
