Ok I found a reasonable tutorial, this guy talks about octanerendertargetactor (details) sub selection 'environment' and a parameter called medium.

I assume this is where I need to be, are there other methods ?

After 3 days of searching online for answers of how to do volumatrics in Unreal/Octane I have found squat.
Since there is no support i'm switching to Octane with Blender.
Later.

Yes the environment node in the renderatarget actor can have a medium node that does fog.
Im sure there are other octane videos on youtube - for other octane plugins - that explain how to use the medium node.
Usually there are youtube vidoes that explain how to do it in the C4D plugin - it should work the same or similar in UE.

There are other methods aswel, you can create VDBs and import them as orbx files.
Or create an Octane Material with a medium that does fog and place it on an object in the scene.
