There is no option for enabling CUDA for Cycles in Preferenced under "Compute Device" (version 11.20)
I believe if was possible before.

Version 11.11 had this option enabled. Has it been turned off in 11.20 on purpose?

In my case Cycles works fine even in BOE. ( I have an original Blender too ).
In User Preferences option for compute Device is available even if Octane render engine is active in BOE.

At least on the Linux side, Cycles hasn't been included in the plugin's version of Blender for a very long time. Jimstar has said that he wasn't able to get Cycles to compile in with the Octane code changes.

Version 11.21 had it working. I have not seen any information from Jim why and when it was disabled.
