How can I manipulate light in octane like this? :!: :!: :!: :!: :?: :?: :?: :?:

IER is not a solution, they are very inconvenient and sometimes it is simply impossible to find what you need or configure.

For the first one (upper right): Light properties > distribution > Spotlight node

For the second one: "Light Decay Attenuation" could be sort of achieved via Distribution as well or via the newly introduced Analytical Light which has dedicated parameters, I believe it's called Falloff Radius.

Hi,
you can also use a spectron light in Analytic mode.
There are plenty of parameters in the "Analytic Light" panel that you can play with to achieve such results.

Worth mentioning that the Spectron light is (originally) an efficient and versatile "all in one" volumetric light.
