The feature I want most is to be able to move around in a scene with strafing, but mostly being able to move forward physically in a scene without zooming, since zooming and changing position aren't the same thing.

Octane doesn't use the cpu for much after the scene is loaded, but your nvidia driver will. I think a safe rule of thumb is two cpu cores for each gpu. That way you have lots of overhead for growth and system activity shouldn't choke I/O to the gpus.

I've been looking for really simple tutorials or an explanation of camera controls in OctaneSE, but I can't find it anywhere.

AFAIK, this can be done. Mixing quadros and teslas is what Nvidia calls a "Maximus" configuration. Right now, I have a system with a Quadro FX 1500 (which isn't even a CUDA-capable gpu) paired with two Tesla M1060s. The only trick is to find a driver that will support all of your cards.
