I have a Sony VAIO that came with Win8. Its still new (just a couple months old) and I am a new PC user (I come from a Mac background) so part of this is more of a PC learning curve on my part, rather than just an Octane DS Studio plugin issue.

Ah hah! I figured out what the problem is. I have two graphics cards on my PC. The built in is a basic Intel something or other and the second one is an NVIDIA card. It looks like Octane is not seeing the compatible card.

I do have a work around (kind of). I can still use Octane on my mac tower ...
