Check nvidia settings, try to find Blender in the application specific, if it's not there add it manually. You'll realise that Blender viewport is using the integrated graphics for some reason. Now this might not be blender's fault. I believe this is E-Cycles, I was ...

I hve the same exact issue, happened with 23.0 and 23.1

I've tried restarting, deleting, removing preference..etc and still the same issue. Rendering with F12 works BTW, it is just the view that keeps on hanging.

Looking at the octane studio server logs I keep getting the following:
