simple motion blur in R20

I had 2 issues

1 Motion Blur in R20 i see it in ipr window but don't have in picture viewer and in final image
in r19 all ok when i use the same scene

2 Using render priority in octane settings/devices
seems very strange results

Hmm...cinema just freezes on generating first material. cant open recent scenes, any ideas??
