Try to install in a folder named «plugins» on the same level as the application is.
Did you delete all other versions except R21 in the octane plugin folder?

in my experience, it makes a big difference. For Windows, there a affordable solutions with second hand Mellanox cards, for an old Mac Pro you can buy a Sonnett card.

maybe your GI Clamp of 0.02 makes it noisy. Try a GI Clamp of 1 and adjust the lights to get the same brightness/contrast.
