It’s actually completely misleading. They call it support for ‘rest attribute’ but it’s not even using rest attribute.
It’s just pinning a texture to a deforming mesh, and it doesnt even work with triplanar and bump/disp.

You're projecting the texture using a cubic projection on the texture tag, that is so so small (0.05cm) that what you're seeing is the renderer trying to filter those tiny tiny tiny bumps. Fit your projection to the object and then adjust the scale of the noise with a transform node to get where you ...

Can you please share an example scene with your workflow? I'm not sure to understand what the problem could be. The packed geo is expanded to regular geometry and the motion blur is computed from the mesh deformations.
