In my original scene, the floor plane has applied material with displacement, so Random Position has to be more than 1cm. But even 1-2cm already introduces a very prominent shadow that leaves cast on the ground, which is not convincing, it is obvious they are flying above ...

I've tried to scatter some leaves and this strange white outline appeared.

Yes, Baking Texture seems like it's not processing Falloff map for some reason. Noise, for instance, looks same with or without Baking Texture, but Falloff, when connected to it, results in white texture. But without Baking Texture, none of them would work on Displacement.
