Update:
Changing the frame range for the entire scene from 1-240 to 1-10 and then exporting an ORBX works.
It only seems to want to create the ORBX file if the frame range in the export dialog matches the frame range defined in the Scene tab's Start and End Frames (or animation timeline).

I sent a private message with a link to the scene. I did eventually manage to get it to export to ORBX by changing the scene range from 1-288, then 1 to 3, then back to 1-288 in the timeline. Maybe it was just luck because it doesn't make sense why that would work.
