This happens because Octane maxes out the GPU cores and the NvFBC priority is lowered. Unfortunately there's no work around except to use a different capture method. If you're on Windows 8+ I'd recommend looking at DXGI capture, or short of that GDI capture.

Both products definitely exist and are under active development.
While I can't say much around definitive dates, the first release of Octane Cloud Edition is technically complete and having UI polish put on right now. Brigade is also is moving along at a good pace, although it has a bit more work ...

We haven't released official specs yet because during the beta we're addressing performance on an application-by-application basis. However, every session currently get a single dedicated GPU (GRID K520), 8 CPU cores and 15GB of RAM.

Our cloud offerings are currently all focused around AWS, and at this point Amazon doesn't offer services in Eastern Europe. We will, however, be supporting Tokyo and Singapore, which should outperform the US.

From some quick testing, it looks like MAXUSERS is not currently supported as a client-side configuration option.
We'll look into this, but I wouldn't recommend relying on any client-side limitations, as they can be changed by your users before connecting.
