Just a couple of things...
That cooler is not designed for tr4 socket, it will work via an adapter but it won't cover the whole cpu, i suggest the noctua nh-u14s tr4 or enermax liqtech 240, specifically designed for TR.
concerning the ram i suggest to get any samsung b-die ...

If you can, i suggest to wait till the 10th of august; AMD will release threadripper, you could use those 64 pci lanes. (i think 8 are reserved for m.2s etc. but still...).
It's Bleeding edge technology ofc. but very promising. Just wait a couple of weeks if you can. Besides, the prices ...

oh nice mobo you have there, but isn't that for V3's ? with some bios upgrade can accomodate v4's?

a 6 cores cpu is faster only if the program you work with will use all the available cores, in that case yes, way faster.

I think the previous build was slightly better. The 5930k (or 6850k if you want the latest iteration) is better then a 6700k, you are going to need the extra pci-lanes as you are planning to use 4 gpus. If you go with x99 make sure to get 4 sticks of ram not 2, as the ram on that platform ...

So if it is the case that two GTX 1070s bench at 241, then one would bench at 120 (my personal tests show linear, so I'm assuming.)
And all of the GTX 980 TI's I have bench at around 125 each.
Then there's absolutely no reason to buy any more expensive 980 TI's.
Not to mention the power and heat ...

if you are on a buget, go for the 28 lanes, both 6800k and 5820k are excellent. if 6 cores are enough for you but you desperately want 40 pci lanes i suggest to go for an E5 1xxx v4 you can still use an x99 motherboard, but it will cost you a bit more.
