You need to be the administrator of the instance. Logging in through Otoy does not give admin access.

Through ORBX.js / otoy proxy in browser remote desktop you are logged on with a limited user account. You must remote desktop (RDP) to the session as administrator, using the password only provided through the Amazon AWS EC2 console.

But ergghhh same issues as above! Worked the first time, then Stop instance, and Start instance again and no tcpsvcs.exe running. WebCL.exe is running.
Anything else I can try?

I see the same thing, especially when instance is Stopped for decent amount of time (> 1 day)
in Windows Task Manager
WebCL Service
WebCL ConfigSvc

Both running. You can stop and restart them but tcpsvcs.exe does not appear at all in the list, as running nor stopped. Tried Rebooting instance, tried ...

Try playing with WAN tag in the URL. Its the bandwidth cap in Mbps

default is WAN=12 (i think)
drop it even down to WAN=0.5

Yes you can connect to the AMI by RDP and reboot normally. Or in the AWS Management Console > EC2 (https://console.aws.amazon.com/ec2)

Getting the password for RDP requires going to the AWS mgmt console anyway...
