C4D R21 not starting when plugin is present

I've been using Octane for quite a few years on and off.
recently I got a new work laptop and needed to install c4d again, got it running. I got a normal R21 perpetual, nothing newer.
now I wanted to use Octane again and cannot get it running in any way.
i downloaded the latest available c4doctane 2024.1.2.
the operating system is Windows 11.
I got a RTX 3500 ada gen laptop gpu running nvidia driver v538.27.
If I place the plugin (with only the r21 dll and the other c4d-version related dlls removed) in any of the watchfolders (maxon > plugins OR in a document folder that I link in c4d prefs) cinema will not load anymore. I see the splashscreen for a loong time saying 'loading plugins' but nothing ever happens, it does not start.
I need to use task manager to stop the task. When I remove the plugin folder from the watchfolder I can start c4d without issues.
is there something I overlooked or need to do to get it running?
