BF deal, topaz and Flux stuff

I couldn't find any info clarifying this.
topaz: do we get licenses or just credit for cloud upscaling? if its just credit, is that through octane standalone? or can we use it some other way?
Flux and other AI image generations. Are these also only cloud based? Or can they be launched locally?
