This has been issue for years - whenever I'm working with Composite Material (which is on daily basis) the Specular mat slider never works and I have to hook Float to grey node to it to make it work.

sorry but I cannot reproduce the issue, is Live View active?

Here is in c4doctane 2024.1-R2 and Specular Map set to 0.1:
