Hey

Is it possible to render fog as AOV like the post effect so the rest of the AOVs are clean without the fog pass?

Or do I have to render them in 2 separate ROPs with mattes and all?

I don't think so, the other fog is a post process while the other is actually part of the scene so to speak.
What you could do is reconstruct via Output AOV's (there are Volume AOVs and Volume mask if you need)
