I have just installed LW2023.0.2 and happy to see a new Octane build.
I have a subscriptions. so after login in.

I start rendering but my other GPU on the network are not rendering and there is no panel when i click on network options...
Do i have to uninstall the Octane that came with the LW2023.0,2 and replace it by the Otoy old version 2021.1.7 ???

The new Octane version 2023.1.2 that is provided with the Lightwave 2023.0.2 installer is a prime version as i understand and even you login with your account username and password the plugin will not operate with multi-gpu...

Yes Octane that comes with LW 2023.x is PRIME version which is 1 GPU and no network render limit.
So you need to replace it with your 2021.1.7 plugin to be able to use network and multiGPU setup.
