Octane GPU VRAM in Windows11

Hi folks,
I can´t find enough information about this topic on the web.
1.
We know that windws 10 is blocking VRAM from the GPU. Even from the GPU´s that aren´t connected to the display.
I assume this is just the way it is, right? nothing to do about it.
2.
If I would buy an A5000 or A6000, as far as I´ve heard, windows isn´t blocking that much VRAM on these Cards. Can anyone confirm?
3. How is the situation on windows 11? is it the same situation?
