Please go to Octane Settings/Devices panel, and enable the GTX 1650 for rendering, priority, tonemap, and denoiser.
It is grayed out in the info bar, at the moment:

You need to have updated Win 10 to 2004 or greater, Nvidia driver 456.38 or greater, and Nvidia cuDNN 8.4 installed.
