[2020.1.5_22.0_xb] Crash on Startup

RTX 2070 Super
16GB RAM
Drivers 457.30
Using Octane for Blender 2.90 [2020.1.5_22.0_xb] (Prime version)
An interesting one, after trying to install an addon (I didn't get past clicking on the install button, not being able to even choose my addon),
Blender crashed. I am now unable to open it, a reinstall did not fix it. Running yielded no further information. No Errors are thrown.
I'm kind of at a loss here.
