Frosted Glass Film Shadows

I've made a physical prototype for an installation and I need to simulate the effect accurately so I can test out large scale iterations.
Its essentially some backlit objects and plants behind a frosted piece of acrylic, here's a photo of it:

The 10mm acrylic sheet has frosted film applied to both sides. As you can see from the photo it has really sharp defined shadows from the plants on both layers of film.
I've been playing around with specular roughness in mixed materials, layered materials and separate geometries but am struggling to replicate the effect, specifically creating shadows.

Does anybody have any suggestions of how to achieve this? Or what is actually physically happening with the film, it looks more complex than just roughness.
