Is a single GTX 1080ti will give us RT acceleration like the RTX with the new NVIDIA driver, from octane ?

Nope, in games, RTX acceleration has almost a visual impact, while in rendering, it has a great impact in speed, depending on the scene, and you need RTX chips mounted on the GPU board, to take advantage of it. Previous GrForce generations, do not haver those chips.
Please note that RTX GPUs are already faster than Pascal GPUs:
