Universal camera is missing in all latest versions.

Yes, we're aware about this. It looks like this is due to a current limit in the sdk.

Is it a limit in Blender or Octane? Plugin for C4D has Universal camera already.

Not really a limit, but not so straitghforward to implement
I presented the issue to the developers about 3 weeks ago. They're currently investigating (and collecting info from the Cinema 4D developer) so they can find the best way to implement it.
