I have a locator at my characters head. I put my octane depth of field on my thin lens at the distance that the locator is from the camera lens.

The head is sharp enough for my needs and I can live with the fact that other areas that may be in close proximity to the camera lens distance but "down" in Y from that point. I am assuming that this is accurate DOF.

BUT

Why is the foreground grass sharper than the grass directly beneath the character?

If you measure the actual distance to the foreground grass, I'm guessing it will be closer to your depth of field distance than the grass at the character's feet. Think of the distance not along any of the cartesian axes, but as the radius of a sphere centered on the camera aperture. The term, "focal plane" is really a misnomer, it's really more like a section of an oblate spheroid. Most of the time, with fairly large depths of field and narrow fields of view, you can think of it as a plane, but with extremely shallow depths or wide angles, the curvature becomes more apparent. The kinds of focus issues you are seeing are common when photographing miniatures, which is pretty much what you are doing here.
