Scatter object replicating a scatter system (2 tiers)

Hi,
I've got cloners doing what I want but it's way more geo then I want to be pumping through my pipeline so can anyone see if I'm missing something in getting scatter to do what the cloners seem to be able to do?
Essentially I've got a 'system' built that puts spheres on a cube (effected by effector), which I then need to pop inside another scatter to ideally scatter that system around to make many instances of that system, with the balls all lifting of their cubes by the effector.
If anyone could take a look at this project file and give a yes or no as to where Octane scatter is going to pull this off?
