Updating my workstation for fast scene updates and sampling

At the end of this year i will be buying a whole new workstation and i am wondering what is the most optimal solution within a budget of 6500 euro (without displays but with UPS) prioritizing fast updates and file save/write which from my experience aften takes more time than the actual octane sampling time
For the past 2 years i have been totally outside the topic of hardware so i am counting on your help. Thanks
