Motion Blur changes - How do they translate?

Motion Blur is now a percentage for 'Internal'.
Does this simply relate to shutter angle now as a percentage? i.e. 50% = 180 degrees?
I had got quite comfortable with a previous setting of 0.02 or 0.03 (although no idea what that actually meant).
Is there a description anywhere?
