Hi Ahmet,
I posted about this in the 3.08 thread viewtopic.php?f=85&t=66885&start=80#p337949. I just checked with 3.08.1-R2 and it appears to be the same.
Have you had a chance to look into it yet?

Yes I'm checking why it doesn't update. You can do "reload" textures in materials but not in environment.

Correct. I even tested by loading the same image into a material. I then updated the image in PS and reloaded the image inside the material, and it refreshed the environment node.
