Environment texture updates shaders after every change [15.]

There is a serious bug when changing environment texture parameters like rotation, intensity or position. It updates shaders every change making render freeze for a second or more depending on the resolution of hdri file. In 13.4 and standalone versions the changes are instant. Please fix this as it makes the realtime viewport updates slow and unusable.
