Offline Licensing disabled ?

Hi folks,
Why is offline licensing disabled on the latest version ? For me anyway.
Prior to this version I ran it in offline mode and it was fine. Didn't need a constant connection.
Try as I might I can not tick that box, it remains grayed out no matter what I try.
