badly Flickering Texture problem

I am having terrible trouble with flickering textures on a project and its really such a simple thing.
The texture cant handle being scaled and keeps changing light value, I have super simplified the scene so its just in diffuse so I dont get whats happening.
Here is the file, just jump fwd back a few frames so you see whats happening. Its ruining a render I am working on with a tight deadline and if anyone know what is going on please let me know.

You should read ray_epsilon part in manual and forums. Simply it's similar to "view clipping" of C4D as functionality.
