Sry Again noob question, I am octane for modo user and now I am learning octane for maya.

In the "image texture" node, in the "project" field, create a "spherical project" node,
in the spherical "project node" add a "3D tranform node" or just a "rotation node" to keep it simple.
that's it you can now manipulate the hdri with the attributes of the tranform.
Also you can use a helper object by connecting its rotation to the rotation attribute in the transform node.

I attache a scene with a HDRI connected to the rotation of the sunsky transform for an example.

Also in the scene there is Mix Texture node using the alpha of a tiff file as amount of mixing (example for your other topic).

The mixtexture and png worked when I restarted the scene, was ok and dont know why didnt worked in the first time. The transform node was pluged in the HDR image texture and it works in modo, when I changed the transform node to the spherical map it worked too. sry my english

Thank you!!
