Texture Missing on Clones during Full Render

I seem to be experiencing a bug, but not sure if I'm doing something wrong. I have a 3D scanned mesh with a psd texture map on it. That object is getting cloned in grid mode with "Render Instance" turned on. The problem is the texture map shows up in the Live Viewer and when I render a single frame, but if I run a frame sequence the texture is missing.

I have object tags on everything as well.

Any idea what might be going on here? I would post a file, but I cannot.

Setting the Render Settings to "Resend All Scene Data(deprecated)" seems to fix this, but the renders are now 3x longer.

I can't see any reason for this. Why you can't post any scene? Just copy/paste related part of scene as a sample.
