Can u please help me with build a pc for rendering with Octane in Cinema 4d.

I have a small budget, around 1000 Eur. I do not expect too much but you know.

yes the budget is quite limited, a mid range gpu cost itself 500$ and over, do you have already a pc (not a laptop), maybe old? in this case you need only to buy a decent gpu to start rendering, the cpu/ram is not really essential, the PSU is.
