This is not a bug. This has been made intentionally.
A lot of users don't understand what these mesh types are for, don't read a manual, usually just leave this "Global" default for all meshes, and then are getting troubles ("my geometry is not refreshed in live render", etc...). So, taking into account current Octane core has not much difference in rendering speed between scattered meshes and "all in one world space mesh" - I've decided to make "Scatter" default...
But if many of you think it was a bad idea - I can change it back to "Global". Just explain me what troubles it causes for you if "Scatter" is default...

OK, thanks for clearing that up. I was focused on rendering speed and had to manually set things back at 'global' to increase speed. It all depends on what kind of scene your creating off course and personnally I mostly do stills. I've now edited the properties.py as "aufwind" suggested and it fixed it for me. Thanks for that tip aufwind!
