Problem purchasing a (student) license

Hi everyone,
Since for some reason I can not post in the Octane Student and Subscriber Forum, I'll try my luck here. In a nutshell: I want to purchase a subscription but it won't work.
I already submitted a support request for purchasing a student license (the new low cost subscription service) but I have not heard from then in over a week now. In the second reply I got from the support, there is a link for starting the purchasing process. But after the licence agreement page, when it redirects to the PayPal page and I want to log in and pay or set up the monthly payment process, there is an error. Since it is in german, here's a translation:
"Back to Otoy NZ Ltd.
At this time, we are unable to process your request. Please return to Otoy NT Ltd and try another option."
I already contacted PayPal and they told me everything is fine with my account, the problem must be on Otoys side. I also have a valid credit card activated in the PayPal account.
Could it be because I am in Germany? I am all out of ideas how to solve this. I tried different browsers (on my phone too), deleted all cookies, I even set up a new PayPal account, nothing did the trick.
Maybe other users had a similar error and you know a solution to this problem.
