Blurred transparency possible? (Murky Ocean)

So I wanted to ask the group if the option exists to make the refraction of a specular surface blurry?
The idea is to make murky water like an ocean. So if I have an object half submerged in the water the underwater part is blurry and an extra bonus would be to have the a way to have it go transparent based on depth? Imagine an ocean liner's hull, you can see it near the surface of the ocean but the very bottom would fade away into the murky depths.

Currently, I see no way to achieve this look. Advice appreciated.

Hi johnkarner,
you have to play with a Scattering Medium node, the adsorption value gives the depth colorization, while the scattering gives the muddy effect ;)
