980 ti only running 405 Mhz?

Hi
First post on the forum. Here it goes, I just bought a new computer last month, of course I spec'ed with a 980ti because I wanted nice, fast renders to use for my Work, as an architect. We have the program installed on a couple of pc's at work to trial the program/workflow. Those ps's are only running a Quadro k2000 so I expected a BIG jump in performance.. I got a bit of a jump, but not as radical as I thought.
That made me think what could be wrong and I started with checking how my card was running while rendering (using Gpu-z and Hwmonitor), sure enough, the card was only running at 405mhz.
Then I tried running a benchmark (Furmark) while I had octane open, but not rendering, to see if octane was just not pushing the Gpu hard enough to get it to throttle up, but the clock speed remained at 405Mhz.
Lastly I tried to shut down Octane and run the benchmark Again, this time it immediately throttled up to 12-1300mhz
What is wrong? I tried to remove and reinstall the display drivers etc.. Nothing worked!!
