I want to recreate a scene like this. How do I approach the background city, so it looks real.. HDRI.. where do I get hdris like this if thats the case? Will it look real when I do it, lighting, shimmering city lights etc..

since the shot seems taken with a tele, you don't need an entire city night HDRI, but just a good sunset HDRI for lighting with alpha channel enabled and a good city image as background, just my two cents

I need to do animation with it, then im going to green screen actors into the shot with motion tracking etc..
with that being said, an image might not work because usually city lights shimmer, cars driving by on bridge and stuff etc.. should i be looking for city footage instead? wheres best place to find good city footage like that, make my own? and then after that how do i use it with octane render, put the video/image on a plane? Whats best way to do this in detail because i need to yield the best possibly quality and last time i put image on a plane with emission so it shows i dont know if quality was right..

oh ya, when you said that the sample shot seems to be taken with a tele? what do you mean by 'tele'?
