I am aware of how the motion blur system works, but my question is if there is a precise value to be entered to reflect real world frame rates? I'd be most interested in a value that would accurately portray 24fps. Thank you!

24 FPS is filmed at 1/48th of a second ( 180 degree shutter )
so you would enter in 1/48 and it would give you 0.02083
